Victor Barrientos is an international attorney with more than two decades of experience advising transnational companies, governments, and state-owned entities on complex cross-border transactions and projects throughout the United States and Latin America. He is licensed to practice law in Texas, Mexico, and Venezuela, and holds an LL.M. in International Banking and Financial Law from Boston University.

Throughout his career, Victor has combined in-house and BigLaw experience with practice at top-tier international law firms. For over ten years, he led the international legal department of a major international petrochemical company in Venezuela, where he negotiated multimillion-dollar EPC contracts, financing agreements, and international trade operations across the Americas, Europe, and Asia.

He later joined Hogan Lovells, one of the most internationally recognized law firms, where he practiced for a decade in Caracas and Mexico City. In that role, he advised multinational corporations, state-owned companies, and governments in Mexico, Panama, Ecuador, Venezuela, the Bahamas, Peru, and the United States on energy, petrochemical, infrastructure, and construction projects, as well as on corporate law, public-private partnerships (PPPs), mergers and acquisitions, and project finance transactions.

Victor currently serves as a Council Member of the International Law Section of the State Bar of Texas for the 2025–2028 term, contributing to initiatives that promote international legal practice and cross-border professional collaboration.

Through Barrientos International Law PLLC, Victor provides cross-border legal counsel to U.S. and Latin American businesses, focusing on corporate law, international contracts, energy, and infrastructure. 

His approach combines legal precision, strategic insight, and intercultural understanding to deliver practical, efficient, and results-oriented legal solutions for his clients.
